Joe (Jeff Fahey, Lawnmower Man) and Beth (Kellie Waymire, Six Feet Under) are both multiple murderers who meet in a corrupt institute for the criminally insane. Despite these less-than-romantic surroundings, the two killers develop a strong bond and fall for one another. But when Joe escapes, the staff torture Beth for information. On the outside, Joe realises that he can't live without Beth, so he returns to the institute and goes on the rampage, freeing all the patients.
