A romantic thriller in which Patricia Sparks (Victoria Principal) is caught in a rare moment of sexual indiscretion by an enemy's camera, and soon finds herself as the victim of a vicious blackmail scheme. Sparks, the newly appointed mayor of a tough south-western town with a gang culture that constantly stand in her way, is undaunted by threats and is determined to uphold her uncompromising integrity. More trouble is brewing in the from of a series of bizarre murders as one by one women in the public are being killed off. As a result a special FBI agent is called in to investigate and to Spark's surprise, it is the same man with whom she shared a night of scandalous passion. Struggling to put her emotions aside, she is determined to put an end to the killing spree, unaware that as she closes in on the case, the killer is closing in on her. Can he be stopped before she becomes his next target?
