Having saved the life of his buddy John Eastland (Robert Ginty, later to reprise his role in 1984's Exterminator 2) whilst on duty in Vietnam, Michael Jefferson (Steve James) is left paralysed following a vicious attack by a group of hoodlums. After exacting a bloody revenge, Eastland declares war on the wider criminal underclass, adopting a brutal no tolerance policy that earns him the nickname of ' The Exterminator'. Relentless in his pursuit of justice, Eastland's unorthodox methods do little to endear him to the mob or to the police detective (Christopher George) shamed by his success.
